One Security District, Two City Halls in Gables By The Sea

Which city is the house in? Most buyers who come in through a guardhouse off Old Cutler Road never think to ask. In Gables By The Sea the answer can be the City of Coral Gables or the Village of Pinecrest. Both sides pay the same security charge, and one combined budget pays for guard service at two guardhouses, one on each side of the line. Their property tax bills, design approvals and pace of sales are different, and the line between them runs through the neighborhood.

That changes how a buyer should compare two homes in the same gated neighborhood. A sale on one side is weak evidence for a price on the other.

A district older than one of its cities

Miami-Dade County created the Gables by the Sea Security Guard Special Taxing District with Ordinance 95-74 on May 2, 1995. That makes the district a year older than the Village of Pinecrest, which incorporated in 1996. As Pinecrest took shape around it, the district ended up straddling two municipal boundaries.

That arrangement stayed in place until residents wanted local control. A majority of resident owners petitioned to move the district from the County to their cities. The County's own staff memo explains the problem. Under the County code, a city can only govern a special taxing district that sits wholly inside its boundaries, and Gables by the Sea did not.

So the County abolished the old district and created two. The ordinance's final action came on October 6, 2022, and it set these boundaries:

  1. Gables by the Sea–Coral Gables district: Cartagena Avenue to the north, Biscayne Bay to the east, Bella Vista Avenue to the south, Old Cutler Road to the west.
  2. Gables by the Sea–Pinecrest district: Lugo Avenue to the north, SW 57th Avenue to the east, SW 136th Street to the south, Old Cutler Road to the west.

The Pinecrest district's legal description covers parts of Rockdale Estates and all or parts of Craigdale Manor, Cutler Bay Estates, Old Cutler Woods and Old Cutler Springs, along with their additions. A special election for the transfer was set for December 13, 2022. Coral Gables' later resolutions state that governance moved to the City after the referendum passed and the County and City signed a joint resolution.

Plat names and bounding avenues make it possible to place a home, but no published street-by-street boundary survey exists. For any specific parcel, the Miami-Dade property appraiser's record is the place to confirm the municipality before an offer is written.

What the guardhouse costs, and who decides

Until the split, the County ran the gate. A January 2026 Florida House staff report on a claims bill, prepared in connection with a 2017 incident at the exit gate, says Miami-Dade County owned, operated and maintained the security gate and guardhouse at that time. The Governor approved that bill on June 25, 2026, and it was recorded as Chapter 2026-227 on July 1.

Since the transfer, each city sets the rate for its own district: the City of Coral Gables for its side and the Village of Pinecrest for its side. On the Coral Gables side the rate is set each year at a public hearing, and the charge appears as a line on the property tax bill. In May 2025 the City Commission proposed raising the charge from $1,350 to $1,450 per improved lot for the fiscal year that began October 1, 2025, citing higher security costs. The hearing notice said the charge would be collected on the November 2025 tax bill. For the current fiscal year, which began October 1, 2026, the Commission started the process with Resolution 2026-155 on May 19 and adopted the roll at $1,450 per improved lot and $725 per vacant lot on September 14, 2026 by unanimous voice vote.

Although the County created two districts, the FY2027 district budget still budgets them together:

Security services take most of the budget. The service the County described in 2022 is unarmed, uniformed private guards working around the clock, every day of the year, from two guardhouses, one inside each district. Roughly 28 percent of the assessed units are on the Pinecrest side, and in FY2027 they pay the same $1,450 per unit as the Coral Gables side. The security charge is identical on both sides of the line. Almost everything else on the tax bill is not.

Where the two sides part ways

Each city set its own operating tax rate within a week of the other this fall. On September 22, 2026, the Pinecrest Village Council adopted 2.503 mills for fiscal year 2026–2027, unchanged from the year before. On September 29, 2026, the Coral Gables City Commission voted 4–1 to adopt 5.5590 mills, the same rate as fiscal year 2025–2026.

The difference in city millage is about 3.06 mills. As an illustration only, on $3 million of taxable value that comes to about $9,170 a year in city operating levy, and it recurs every year. Actual taxable value depends on homestead status and assessment history, and county and school levies are added on top. Even so, two otherwise similar homes inside the same gated neighborhood can carry noticeably different holding costs.

Design review differs as well. In Coral Gables, the Board of Architects reviews applications against the City's design standards, including new homes, pools, paving, roof tiles and expansions. A typical building permit receives preliminary and final Board approval before it is issued. The City's permit requirements call for Board-approved preliminary drawings for new single-family construction. Pinecrest says demolition, new construction, or changes to a project's dimensions or appearance may need design review by Village planners. Projects that comply with the Village's spatial and land-use rules may need no further Planning Division involvement.

A buyer planning a new roof profile, a pool or an addition faces different approval paths depending on which side the lot is on. The Coral Gables process is built around architectural review. The Pinecrest process starts from whether the plan complies with the Village's zoning rules. Either can produce an excellent house. They differ in sequence and timing, and a renovation budget should reflect that before closing.

Why citywide numbers flatter a cross-line comp

Neither municipality's market report breaks out Gables By The Sea, so the citywide figures in the table are stand-ins. In August 2026, MIAMI Realtors reported a $2.2 million single-family median for Coral Gables, down 23 percent year over year, with four months of supply, 24 median days to contract and a 68 percent cash share. Pinecrest posted a $2.926 million median, up 31 percent, with six months of supply, 48 days to contract and a 50 percent cash share.

Price swings that large in a single year usually reflect which homes happened to sell. They say little about what a given house is worth. The other two figures say more about pace. Across Coral Gables as a whole, homes went under contract in half the time Pinecrest homes did in August, with a third less supply on the market. If that pattern holds inside the neighborhood, a seller on the Coral Gables side and a seller on the Pinecrest side may be working in different conditions while paying the same security charge.

The waterfront question also falls along the line. The Coral Gables district runs east to Biscayne Bay. The Pinecrest district's description ends at SW 57th Avenue. No public source reviewed for this piece verifies bay or canal frontage lot by lot, so each lot needs its own check. A comp should match on water access, municipality and lot together.

No press-reported Gables By The Sea sale from summer or early fall 2026 surfaced in local business coverage. Recent sales in the neighborhood are best pulled from the closed-sale record and sorted by municipality before they are used to set a price.
